Announcement on International Solicitation for Consulting Proposals on Urban Design of the Start-up Area of Wuhan Changjiang New Town Project

武汉市第十三次党代会提出：“规划建设长江新城，以超前理念、世界眼光，打造代表城市发展最高成就的展示区、全球未来城市的样板区”。规划建设长江新城是百年大计、武汉大业。长江新城的规划编制必须坚持“高起点定位、高标准规划、高质量建设、高效率推进”，用最先进的理念和国际一流的水准进行城市设计。

The 13th Party Congress of Wuhan proposed that “we will plan and con-struct Changjiang New Town under the guidance of advanced concept and in a global perspective to create a model city that represents the highest urban development level in the world”. Changjiang New Town, as a project of vital and lasting importance and a big event in Wuhan. The preparation of the plan on Changjiang New Town Project must be oriented at a new height, planned with high standards, construct-ed with first-grade quality and pro-gressed with high efficiency. The most advanced ideas and first-class interna-tional standard will be adopted for ur-ban design.

本次征集活动面向全球公开邀请具有相关规划设计经验的规划设计机构参与，欢迎全球优秀的规划设计机构递交咨询建议书。

This event serves as a public invi-tation for consulting proposals from global first-class planning and design institutes experienced in relevant plan and design.

一、项目概况

I. Project Overview

1. Project name: International Solici-tation for Consulting Proposals on Urban Design of the Start-up Area of Wuhan Changjiang New Town Project

3. 咨询任务：武汉长江新城起步区范围内城市设计（范围约50平方公里）

3. Consulting task: Urban Design of the Start-up Area of Wuhan Changjiang New Town Project (covering about 50 square kilometers)

三、申请人资格要求

III. Requirements for Applicant’s Qualifications

1. 申请人必须是独立的法人，并具备如下条件之一：

1. The applicant must be an inde-pendent legal entity and meet one of the following conditions: （1）申请人具有城乡规划编制甲级资质；（1）The applicant has Class A quali-fication for urban-rural planning formu-lation; （2）申请人为外商在华设立的从事城市规划服务的中外合资、中外合作经营企业或外资企业；（2）The applicant is a Sino-foreign joint venture, a Sino-foreign cooperative venture or a wholly foreign-owned en-terprise established by a foreign investor in China and engaged in urban planning services; （3）申请人为境外机构的，须在其所在国家或地区具有合法注册营业执照，并具有相应设计许可；（3）The applicant, in case of an o-verseas agency, must have a business license legally registered in the country or region where it is located, and have been granted the design permit.

2. 本项目接受联合体报名（联合体各方均应符合以上相应资格条件）。

2. This project is open for consor-tiums （all of its parties must meet aforesaid qualifications）.

四、申请人报名及《咨询建议书征集大纲》的获取

IV. Application and Acquisition of Solicitation Outline of Consulting Pro-posals

1. 有意向参加本次征集活动的申请人应通过邮件进行报名登记（报名表详见本公告附件，填写完成后E-mail至指定邮箱），报名时间：2017年11月17日至2017年11月24日17:30（中国北京时间）。

1. Applicants who intend to partici-pate in this international solicitation are required to register by email （See the appendix to this Announcement for the Application Form; after completion, please email the form to designated e-mail box）. Registration time: from November 17, 2017 to 17:30 on Novem-ber 24, 2017 （Beijing time）.

2. 申请人报名表及报名资料以PDF和Word版Email至邮箱cjnewtown@wpl.gov.cn，湖北中盛汇金项目管理有限公司收到后，将《咨询建议书征集大纲》电子版文件发送给报名的申请人。

2. Applicants are required to email the Application Form along with appli-cation materials （in PDF and Word for-mat） to cjnewtown@wpl.gov.cn （email box）. After receipt of the form and ap-plication materials, Hubei Zhongsheng Huijin Project Management Co., Ltd. will send an electronic Solicitation Outline of Consulting Proposals to each applicant.

五、咨询建议书的递交

V. Submission of Consulting Pro-posal

申请人应按照《咨询建议书征集大纲》的要求编制《咨询建议书》，并在递交截止时间2017年12月8日12：00前（中国北京时间）将《咨询建议书》电子扫描文件发送至指定邮箱（收到咨询建议书的时间以上述指定邮箱收件箱显示的收件时间为准），《咨询建议书》纸质版应尽速邮寄或专人递送至湖北中盛汇金项目管理有限公司。

An applicant shall prepare the Con-sulting Proposal based on the Solicita-tion Outline of Consulting Proposals, and email the electronic scanned copies of Consulting Proposal to the designated email box not later than 12:00 AM on December 8, 2017 (Beijing time) (the consulting proposal shall be deemed to be received at the receipt time as indi-cated in the Inbox of the designated mail box). A hard copy of Consulting Proposal shall be delivered by express courier or by hand to Hubei Zhongsheng Huijin Project Management Co., Ltd. as soon as possible.

VI. Instructions for Solicitation

1. 本次咨询建议征集活动设置5个入围名额，入围的设计机构将参加下一阶段城市设计方案（概念）征集活动。

1. In this solicitation, five design institutes on the shortlist will be se-lected to participate in the solicitation for proposals （concepts）on urban de-sign in the next stage.

2. 参加城市设计方案（概念）征集活动的设计机构将进行城市设计方案（概念）编制工作，方案通过专家评审后，主办单位将给予每家设计机构各150万元（人民币）的设计费用；并委托最终优胜的设计机构开展武汉长江新城起步区城市设计深化编制工作，深化设计通过专家评审后，主办单位将给予其600万元（人民币）的深化设计费用。

2. The design institutes participating in the solicitation for proposals on ur-ban design （concept）will prepare the proposals on urban design （concept）. After the proposal is reviewed and ap-proved by experts, the sponsor will grant design fees of RMB 1.5 million to each design institute; and entrust the winner to further prepare the urban de-sign for the start-up area of Wuhan Changjiang New Town

3. 解释权：本次咨询征集活动及相关文件的最终解释权归主办单位。

3. Interpretation right: The sponsor reserves the right of interpretation of this solicitation and related documents.

This Announcement will be pub-lished simultaneously on www.chinabid-ding.com.cn, www.ccgp.gov.cn, Hubei Daily, Changjiang Daily, www.wuhan.gov.cn and the official website of Wuhan Land Resources and Planning Bureau （www.wpl.gov.cn）. Any amendment or addition to this Announcement is sub-ject to the contents published on the said medium.
